We do not require production access or production data at any stage of an engagement.
If you are gathering information for a decision rather than ready to start, that is a legitimate use of our time and we will not chase you afterwards. Useful things to have ready for a first call: your stack, your release cadence, roughly where defects are currently escaping, and what you have already tried. Nothing formal, a paragraph is enough.

One last thing worth saying, because it changes how these conversations go. We are not trying to win every enquiry. A mismatched engagement costs us more than a declined one, in delivery quality, in the Engineers who have to carry it, and in what gets said about us afterwards. So if what you describe is better solved by hiring in-house, by a different kind of vendor, or by changing something in your process that costs nothing, that is what you will hear.
